I think the question asked of Scott badly mischaracterizes Philosophy as I've seen it taught and studied. Philosophers interested in mind and cognition tend to take a great deal of interest in developments in CS and neuroscience.
On the other hand it is entirely typical of a subset of researchers in fields like CS to think that 20th century science gives them all the answers and to demean anybody who wants them to think about whether they are even asking the right questions.
