They should categorize papers into specific fields (and sub-fields). Each party would torrent what interests them.

Also, this might make a great use case for IPFS as apposed to torrents. Torrents are not designed to be mutable.

50tb is like 1/10th of a backblaze pod. And 50tb of bandwidth is not really that much (last month I spent 1.2TB of bandwidth on a consumer grade connection, so like 50 users can pull this off in a month)
