I've been on hiring committees, founded a startup, etc. Very few folks pull off what you're looking for because it doesn't make sense for someone to spend 1/3, 1/3, 1/3 of their time in each of the app, web, and design categories. It is sort of a division of labor problem. I don't know how to make cheese, but I like good cheese and I buy good cheese using the dollars I've earned programming.
I'm a little curious about two things:
1. What would you be willing to pay that developer (a range is fine so that specifics are not mentioned) I have a gut feeling you're way under what you think this person should receive.
2. Why not divide the app and web work into three (or just two?) categories?
