Congo GDP per capita (PPP) is about $729 which is hundreds of years behind rich western democracies. Hundreds of years ago those same western democracies had child labor. It's not that surprising that they use child labor. It may improve things for western consumers to insist on certain standards and let Congo workers raise their prices to compensate.
