I expect that poor urban kids from high crime neighborhoods have also experienced this sort of genetic damage...the government needs to pay these kids some sort of reparations, of course. This is america, and we will need to make them whole. Same principle applies to women and minorities. Racial/gender discrimination almost certainly leads to this sort of genetic damage. Again, we have a duty to make them whole.
