It's much, much, less likely. Half of women with down syndrome are infertile. If they do get pregnant they usually end with a miscarriage and there is a 50% chance the syndrome won't be passed down.

Homosapiens are a result of chromosomal fusion, so I would approach the claim of "accruing defects" with great skepticism. Nature is still selecting as evidence by inflicting a high miscarriage & infertility rate.

The dossier is a mixed bag in terms of accuracy and rigor, but I find it interesting most people focus on "no collusion" but ignore all the rest of the claims. Like:

Courts are made up of humans. Good lawyers put time into jury and judge/jurisdiction selection. Good firms hire former court staffers that know the judges presiding over the case. It's not meant to be easy to game the courts because it's a privilege.

I believe context is needed, so here is Bill Gates:

"Eventually we will have some digital certificates to show who has recovered or been tested recently or when we have a vaccine who has received it."

Either that means a biometrics being signed by 3rd parties or a chip being signed by 3rd parties. At best there are major privacy concerns.

But things get weird elsewhere when you have developers talking about "anonymously" tracking people for purposes of identifying contacts. Just because you swap IDs with something random doesn't make it anonymous or safe.

If you haven't already I would recommend watching "Climate Grief" from PhilosophyTube.

Climate change isn't just a single issue, it intersects with immigration, right to protest, and as mentioned in the article, inequality.

Lastly, inequality is rather a divisive subject on HN. Just yesterday there was an article applying game theory to the topic. Unfortunately the majority of the discussion revolved around "Communism Bad", "Elon Musk Good" leaving little room for nuanced discussion. So here's some advice: worry first about how we got here and less about who is responsible.

Then also consider that in 3,000 years I'll probably be ancestor to all (this holds true for others, I am by no means special). Don't really need to go through the hassle of rearing 6 more kids to secure my genetic future.

Show me a school where "the teacher is always right", it has largely been replaced with "the parent is always right".

The movie you link "Waiting for Superman" spends allot of time talking about the charter school movement which is not mentioned in your post. Arguably charter schools are an extension of "the parent is always right" motto as it is touted as giving the parent more choices. To talk about the decline of education and this movie without mentioning the role of charter schools is a disservice to the movie and the discussion.
