I guess the "velocity" multiplier is closer to 10x rather than the 1000x needed for true disruption capability.
If I had to guess it would be monday morning pacific time when people would rather be doing anything than working.
Edit: ok I see the argument that the feedback mechanism could be difficult when all the website can report is "hey, you don't know me but this dude from request xyz you just authenticated fucked all my shit up". But at the end of the day, privacy preservation is an implementation detail I don't see governments guaranteeing.
I wonder if they'd actually honor 1 instead of forcing recipients to be registered, as presumably they'd be interested in tracking user activity.

This won't be possible to verify - you could lend your ID out to bots but that would come at the risk of being detected and blanket banned from the internet.

But I'm curious how many women would now feel safe enough to sign up as drivers given this option.
If it does take off, male drivers won't get as many riders but that's ok since their demand was inflated by lack of choice anyway.
Also, such complexity would introduce additional points of failure - as a sister comment mentions, a faulty altimeter (or whatever sensor) could prevent you from cutting off fuel when you need to.
Maybe the predator's carcass next to a half eaten garter snake is meant to serve as a lesson to other potential predators.
Or perhaps the aim is not to deter but to simply take one natural predator down with them for the good of their species.
