Only if law enforcement wants to seize them. If the owner or representative of the business shares them no warrant is needed.
The article states, "Eventually they discovered that the Russian-speaking hacker..." I'd like to see more than a Russian-speaking hacker before attributing this to the Russian government.
Do you happen to have a source? I'd not heard this and was curious as to the amount.
If DHS doesn't have approval/authority, isn't an automated vulnerability scan a cyberattack?
