If you say that every developer has the same deal going on, no matter how much money they pump in, you should give them the same tools. If you DO think that who performs better should get better deals, as every business would, then just say so.
Playing the way they played so far (giving poor support, shutting down apps, making subtle deals, etc) do Facebook think they can really leverage developers with the HTML5 platform when they release it?
The only reason why developers want to keep working on Facebook is for their (official) userbase. Facebook knows that and they didn't do anything better than showing muscles so far.

Well, actually Google is probably scared on the same (money) level.

That's the whole point of Circles... You're asked to setup these settings for every single field...
Yeah I know PR is the way they build from the ground up but I really hope this is not the way FB wants to fight back...
Put your face on "admin" "in Products", every other single post has a real name behind it...
And no, it can't relay completely on our friend's interests (à la Facebook) cause they're their interests not ours.
We'll probably stick much and much more to our beloved communities (topics, not friends) and start every web-related activity from there. That's something Google can't let Facebook win on.

AND Google+ might offer new and better terms (read Web Store), that could be the reason why they're "rushing" into an IPO.
I think we'll need to teach people how to be "Social" on internet from scratch when G+ hits the masses. Facebook has done a terrible job so far.
Being "Social" doesn't mean being "open", and it has nothing to do with privacy. The fact you know people doesn't mean you want the world (or anyone of your "Friends") to know it. I mean this has unlimited user cases (except on Facebook) but one could be about "Business" Circles.
Anyway, back to the question, indeed is a setting and even a easy one (good job, again): Network Visibility.
