Rovers usually have a timeline of 7-8 years for desigining and building. Rust had not hit 1.0 at the time Nasa probably started designing the rover.

So any indication on what Nasa would use on its Rovers has to be taken from projects that start from the point when Rust released 1.0

Check out walk[1]. It does exactly this. Lets you define a graph of dependencies in any language of your choice.

Thank you will check out. I was going to work on a web app in Haskell and am scouting libraries.

Haskell is born out of academia and PL research so it has a great ability to add extensions to the language.

If you have a concept PL feature it is probably easiest to create a prototype in Haskell.
