That's the default on windows, but it _does_ support focus-without-raising. In fact, it's literally called `Xmouse`: https://en.wikipedia.org/wiki/Xmouse

An easy way to enable it is to use Winaero Tweaker, but it's builtin Windows functionality: https://winaero.com/turn-on-xmouse-active-window-tracking-fo... (Just make sure "Enable window raising" is unticked).

First-gen products often have issues like this. My old X370 board (zen1 era) turns off and on again twice before actually booting; a similar zen3 system doesn't need that and boots faster in general.

AMD stated >15%, not ~15%, and this was the worst-case, conservative number, as they have clarified.

The increased core frequency alone brings in around that number already.
