What if we could look at authors, peer reviewers and papers as a graph of weighted edges to come up with a score that was independent on journals as a concept? And where there is an ontology for the semantics of edges (not only number of citations)?

If the OnlyOffice developers made a giant leap to broaden their product they would likely attract a lot of customers in the EU right now.

Maybe we could create EU cloud catalog website for people to find all the providers that actually already exist (in Sweden the company Glesys is a similar provider).
But isn't the whole idea that it shouldn't be possible to trigger it from software?
In practice I have already heard about organisations that are wary about handling personal information in cloud services if they are hosted on US platforms like AWS, Azure etc.
The EU needs to get an agreement in place with the US. But it looks like this will not happen for maybe a long time. Will there be a major exit from US cloud services in the mean time?
2. In many ways it is surprising that generic software like cloud office functionality in reality only have two suppliers, both from the US, in the public sector. The amount of money that is being paid by tax payers every year for that across the EU is staggering.
Maybe the Schrems 2 court decision will change #2 eventually but for the time being I see very few alternatives.
- Data and analysis was done at a server in the class room (locked in a cabinet) - All parents signed a consent form before the trial started. - All data was erased after the trial ended.
The Swedish DPA decided that:
1. Consent is not valid of there is a power difference between the subject and the requester. 2. They should have documented a PIA (Privacy impact assessment). 3. They should have contacted the DPA before starting the trial.
