If an entity on the internet can't directly be controlled by anyone (kind of like Bitcoin), who is liable for its actions?
I don't think any court could take jurisdiction over an entity that lives in many countries. And even if one server got shut down, many more would still be active.
The license is meant to be tongue-in-cheek, as autonomous entities are starting to become a real thing. This project probably won't become skynet though.
The description says that it is for novelty purposes, but the reviews show people believe it works and it has a placebo effect. Most reviews say things like "I drove past a police station and it went off! 5/5".

In short, the payer sends a signed transaction to the payee every time they want to increment the payment, but the payer does not broadcast the transaction to the network until they want to finalize it. To prevent double-spending, the payer and payee first set up a 2-of-2 multisig, so all transactions must be signed by both parties.
This lets applications send many instant micropayments, and only one transaction fee is paid.
The point I was making on KYC is that with blockchain-based shares the government doesn't even have an idea of how to regulate it yet, and Reddit can probably sidestep the KYC entirely. Anyway it's not them managing the books, it's the Bitcoin network doing it for them.
Colored coins also offer some cool features, such as trustless trading. It's possible to construct a transaction that sends Alice's Reddit shares to Bob, and also send's Bob's Bitcoins to Alice. Since they are in the same transaction, either both sides of the trade happens, or neither do.
Filecoin actually addresses the technical challenges in building something like this, and maybe Storj will end up using it in their stack.
