Most of the applications are heavily optimized for x86 processors for years. There are so many applications littered with intrinsics and x86 assembler coded blocks, algorithms are tuned for x86 and intel specific memory characteristics. Arm got some attention because of phones, but only in last few years.

Power8/9 are very decent processors with a lot of raw power, but it will take a more concentrated and long term effort to have a level playing field in the software landscape.

Sky is in early stages, but I think it has good potential and in active development. I think they made the app on Google play quite some time ago during dart summit as a demo, so maybe examples in the repository is a better place to look.

I remind you that It was AMD who created 64 bit x86. This is why it is originally called (and still sometimes rightfully called) AMD64. I mentioned Jim Keller because he is the co author of x86-64 instruction set specification and lead architect of K8 (opteron) processors. He went back to AMD and working on the new Architecture since 2012. It is true that last 8 years was mostly disastrous for AMD, but I wouldn't count them off so fast, especially if they can ramp up on 14nm with a high IPC design. Time will tell.

AMD will be releasing a new architecture in 2016 and will use 14nm process. Hopefully Jim Keller's team will close the gap.
