Americans have this thing called the Constitution which states citizens have the right to bear arms. Now, when you allow government to make subjective decisions about who can own and who can't, it's no longer a right and nobody can have guns but criminals somehow always find a gun. If you know anything about what happened, you will find the shooter is actually a very normal person and not some gun nut so any amount of psych testing wouldn't have found anything. What happened was wrong and both sides could have done better to avoid such a situation. Doesn't really matter because shooter is going to jail. And many state do background checks when selling firearms so it's not like a felon can just walk in and buy a gun. But when you're not a felon, how do you predict a person's future behavior by some magic questionnaire?
learn what? how to print text to stdout? how to do if else statements or math.random? I'm sure you can rewrite this in a week or in a month from scratch. Next, Microsoft will opensource notepad because there are 0 text editors out there. It is 1960 after all.
"Qiskit capabilities show 24 percent increase in accuracy"
what was it before? What good is a computer that is not 100% accurate? Do I have to run a function 1000x to get some average 99% chance the output is correct?
I agree. I can't imagine anybody would call a function that returns the same result in a loop like that. There are plenty more optimizations they could come up with. In fact, there are a couple of books https://www.oreilly.com/library/view/high-performance-python... for instance. Didn't want to link the one on Amazon
Are you kidding? This is pure theft. If I got into your computer and accessed your Documents and Desktop, I'd be in jail but its OK when Microsoft does it.
perhaps add installation instructions in the README? Most people already know they need the binary to run that command. For those who don't, I don't recommend you baby them because next thing you know, they've downloaded the wrong binary and it doesn't run.
and they found 1000 memory safety bugs and assumed it was the only 1000 memory safety bugs in that code which have been in production for 2 decades. How naive can they be?
