It looks like USAID had 4B of the 40B budget actually reach endpoint users, which would make the overhead closer to 90% [1], not 97.5% like I originally estimated.

Scenario: You give someone $40B to feed people, and $1B actually feeds them while $39B vanishes into overhead and ideological reprogramming. Then they tell you they need more. If this is success, what does failure look like?

Why do you want them to refuse audit requests? There is no upside to hiding egregious government waste other than paying politicians via kickbacks more than what is legally mandated.

Minimizing government spending is a good thing. Bloated and inefficacious programs need to be scrapped. Optimistically, programs that do not enrich only the legislative class will spring forth due to the new demand for better audit trails/logs.

Yes I read the parent comment, do you mean the two questions

Clearly, both are impossible to implement, wouldn't you agree? The bill talks about "AI products," as per the article, and that would be what a consumer uses, not what a researcher uses. Can legislators ban the reading of papers in America? There are 1st amendment issues there. But for protection against external states messing with our population, there's a different set of rules.

Physical books are still better than e-readers because you can put sticky notes on the pages, jump back and forth between pages quickly, and even start to know where pages are simply based on how many leaves/pages are split between your left and right hand. Textbooks are basically reference books, my favorite dictionaries I start to "learn by hand" to know where to flip to approximately to start my search.

The example in the paper using an plug-and-chug algebra equation, and the step-by-step process to solve it, reinforces the notion that LLMs can only reproduce recipes they have seen before. This is really no different than how we learn mathematics in school, the teacher shows a starting point and moves, step-by-step, to the end of the process. Calling this "Meta Chain-of-Thought" feels like an aggrandizement of basic educational process to me. Next we'll be labeling the act of holding basic utensils as Layered Physical Kineticism, or something contrived like that. In school this "Meta Chain of Thought" was called "Show your work." Is this really a "phenomena" that needs explaining? It might teach us more about how we achieve logical induction (steps of reasoning) but we are pretty deep in the soup to be able to describe accurately the shape of the pot.
