As a customer, I completely get that feeling.
As someone who has worked in auto rental (although for Budget Truck), the reality is usually along the lines of rental clerks making slightly above minimum wage, the entire city getting drastically overbooked by corporate, and customers who were due to return (and counted on for availability) not doing so. They have no urgency because it happens on a regular basis and they're the ones getting screamed at all day because of it even though they have no control over it.
Anyone else calls cops to report a crime: cops will come out to take a report in a few days, at which point they will ... do nothing. Hope you have insurance that covers theft.
Their Backup client is so buggy and unreliable that you're honestly better off just backing up locally, there's less chance of your backups ending up worthless that way.

PS I live in tornado alley and any time there was any kind of watch, my school enacted their severe weather plan. I am well aware that the vast majority of businesses don't even have a severe weather plan. That has absolutely no bearing on whether or not they should.

First off, you need to stop using the (incredibly loaded) word "civilized".
Second, I am not aware of ANY jurisdiction in which businesses are required to provide their services or products to anyone.
Third, THIS IS NOT AN "OUT OF CONTRACT CHARGE". This is a charge which IS IN THE CONTRACT.
Fourth, anti-discrimination laws have ABSOLUTELY NOTHING to do with charging someone a fee when they don't pay you in a timely manner and/or cause you to incur higher costs (such as decline fees or NSF fees).
I have no intent to purchase anything from you, unlike the customers (i.e. people who have and continue to purchase) who this thread is discussing.
An actual analogy would be more like "You all owe me $100 for reading this, if you want to purchase something else from me". Which is completely legal. In any jurisdiction. If you don't like it you're free to go buy from someone else.
