If you look at Kashmir using Apple Maps, it will look different depending whether you are in India, Pakistan, or China. Is Apple recognizing one of those countries claims any more than the other?
A major factor is government usurping the traditional functions of community. You don't need help from your local church or a fraternal society if you are getting aid from the government. And people are less likely to participate in the community if they feel that the government is handling and taxing them to do so.
Whataboutism would be to say it is okay for other countries to do it because the US is doing it. It is not whataboutism to say that neither should do it and that the US is getting away with it. Any criticism of the US seems to be met with accusations of whataboutism.
Judging by this[1] graph, the federal government spends like 10x on renewable energy subsidies vs nuclear. Imagine how much more developed the nuclear power capabilities of the US would be if it received similar attention.
