Basically they use par2 multi-file archives for cold storage with each archive file segment scattered across different physical locations. Always fun to see the kids rediscovering tricks from the old days.
Buy storage servers from 45drives they basically build same hardware as Backblaze uses. Add copper 10G nics to the servers.
Get necessary switches 10G with 40G uplink ports. Whatever your favorite. Use 10GBaseT to the servers.
Install hardware in a quality data center. Like one of theirs -

And get 10G virtual cross connects to AWS.
Back of the envelope calculation you need 30TB raw, so about 60 servers. They aren’t really that power hungry so 10 per cabinet. 6 cabinets. at least 6+2 switches.
Software wise you have lots of options with this infra. High upfront cost but low MRC vs all other options. Assuming you have skilled sys admins who know what they are doing.
What would happen? We will have sent our automated probes to their planet, programmed to find moving objects, large/small and observe them. We will measure all aspects of their habitat.
Then what? We will sit down for tea and compare our feelings of pride? We will attempt to teach them something they don’t know?
I don’t get it. It seems super binary to me, alien life will either be so advanced they are tourists or scientists observing us on our “nature preserve” ... or they will have eyes on our real estate. I don’t see romantic in-betweens as remotely realistic and never have.
Lastly, the idea we aren’t looking for habitable planets with in the back of our minds colonies is silly, of course we actually are, we can make all the excuses we want to try and justify our real intentions.
We are on exactly the path I suggest they are likely on. Find planets, send probes, sample lifeforms if found. Send seeds. It’s the universal life force that makes us do it. It’s what life does, expand, replicate, grow, spread.

It will be impossible to regulate on and off globally. Yes banning mainstream access will drop demand and access to crypto currencies temporarily but long run the government currencies are in a losing battle. Improved scaling solutions, micropayments, and privacy upgrades are all coming soon. Bitcoin already processes more reliably and with greater transactions than Fedwire.
