The article is trying to show causation from correlation, the reasons for the number of engineers in India have nothing to do with the Independence, Wars with Pakistan, ISRO, DRDO etc. A much better and plausible argument is Y2K, a strong domestic IT sector and herd mentality.

There are no dynamic types, but there may be dynamic typing. All those so called dynamic typed languages are actually statically uni-typed and figure out at run time the so called dynamic type. Types are not properties of data, types are proofs about your program. In general type safety provides proofs of preservation of types and that your program won't get stuck due to types. The perception you have about types is exactly the problem that Prof Harper is trying to avoid in his students.

May be because software development is a creative process or the same reason why Artists won't tell you how long they will take to finish a painting or Authors repeatedly miss publisher deadline for books.

Part of the problem is a social and cultural system where due to the success of IT industry, every parent wants to see their kid become an engineer. Many of the engineering colleges do not even take minimum tests for admission and you can buy seats on so called management quota. Even in premier institutes like IITs, NITs etc 30% of seats are reserved under SC/ST caste based quota scheme. It is no wonder that majority of people who are graduating are not employable. The article is well sourced but ignored some of the social and political issues in India which are the root of the problem along with a dysfunctional government.

I do not agree with the author's conclusion that the model of industrial research (MS,HP IBM etc) is broken. We need places in industry to do basic reserach, if everyone was focuses on engineering or product based research (Apple, Google) it is not good for the over all ecosystem. Many inventions are made by pure serendipity we need to give the brilliant minds the freedom to pursue their research based on curiosity and interest.

That will always be a problem with trusting some 3rd party for certificates, as soon as the number of trusted parties increase these things can become more frequent.
