While the entire comment could be contradicted, a quick example is that google’s SRE book details much more developer strategies, including from a massive scale and enterprise perspective, than 12 factor web app. This book was assembled but industry experts with experience from Borg, with borg emerging from the global work queue — decades before heroku existed.

I'm assuming that rust programs are primarily used in systems programming and that this SDK would be used for cloud administration but I could be wrong.

I believe the value of dogfooding would be immense. Not only could you become the customer (massive reduction to the deploy/measure feedback loop), but it would be a key marketing move.
On top of that, the GUI that will now require critical care and development is essentially a clone of what is offered by Github Actions.
Naively, I imagine developers would get annoyed or bogged down having to skill up these contributors rather than viewing it as a “free hand”.
Not only do tags fit well into already existing work flows (CI/CD, policy), cron expressions give freedom to devs/sysadmins to choose whichever schedule they need. Also, this solution allows a central IT team to easily query and calculate duty cycle of any tagged resource, and relate that calculation to money saved.
I suggest using cron expression tagging for any scheduled resource automation, as it will likely be more flexible and more easily monitored than anything natively offered by the cloud vendor.
