After Reagan fired all the controllers in the 80s Clinton allowed for them to come back in the 90s. The washout rate of folks coming back was super high from what I recall (part of that is also probably due to increased traffic load).

Isn't this related to the fact that the FAA themselves shutdown the recruiting & training pipeline and now we're seeing the impact of that?

This. For the feds they're called 2703d orders to request for information. It's a pretty common thing.

And some other aircraft (like turboprops) use deicing boots on the leading edges. Rubber like surfaces that expand at specific intervals (usually a low and high setting).

And those in the GA community have weeping wings / TKS deicing fluid which leaks out of the leading edges thru small holes (again, with a low or high rate).

Neither of which you wanna rely upon for takeoff - need to make sure that stuff is gone from the surfaces and if using fluid be aware of holdover times.

And the first officer too. It's a team effort and safety is the responsibility of all crew members (including the flight attendants to call out something, jumpseaters and even folks dead heading).

I recall in a CRM training they asked the class what would you do if the captain wanted to take off and you thought it was unsafe. Various answers and one person said "I'd hold my feet on the brakes to prevent moving" to which the trainer said yes - that's the right answer.

catminou··on ‘Confirming we are cleared to land?’ Who said what at Austin
Reminds me of a time in 1999 when a US Air crew at Rhode Island refused to takeoff in the fog when the controller insisted it was okay. Another aircraft had landed and was lost in the fog about their location, even saying they were on on an active runway and even said an aircraft just took off (over them). catminou··on BBC Modi Documentary Removal
Over the years the India telecommunications department has repeatedly null routed or diverted traffic to BBC websites thru scrubbers domestically. Know this because I have infra in India and can observe them do this regularly (when our customers complain I'll have to escalate to the local transit provider such as TATA). Usually it's blocking websites hosting content that is critical of any govt official or their family members. They'll not always understand what they're blocking and occasionally drop a CDNs address space which is multi tenant.

Some actually do.

If folks are escalating to the neteng crews it usually means something is broken via normal channels and it could use attention.

That's social network is exercised for a variety of things:

Abuse, ddos, IP spoofing, botnet C2s being hosted somewhere, malware hosting, complex customer investigations, route leaks, route hijacks, routing loops, congestion, executives home internet issues and more.

catminou··on A corrupt file led to the FAA ground stoppage – also found in backup system
I recall years ago in the mid 2000s a moderately sized US ISP that sold internet access in office buildings to mostly businesses had a rather interesting outage. They had switches (Extreme switches - known for their purple color aka Barney the dinosaur switches) in the basement or many buildings and backhauled to a colo to the rest of their network.

They were doing some mass network upgrade during the early hours maintenance window and devices weren't coming back. I don't think they had OOB access to their boxes and it requires someone going out and recovering them after hours of downtime and getting techs there.

The culprit? They downloaded the OS image using FTP and forgot to set binary mode. Various other network kit vendors I recall would do some level of validation (and anyone downloading should be checking the hash). RCA sent to customers was vague and just said it was a corrupted image / failed upgrades.
