Adding heat to local water and returning it after one pass is the minimalist use of water. Usually there is little need for additives, like chlorine to kill bacteria. A lot depends on the water purity. Water with suspended food = chlorine to suppress assorted growths. This heat the water and can harm the ecology - depends on the volume/added heat. Often filtering is needed with algae etc and a small river plus large heat can damage the downstream ecology. Water is used because it is 'free' - a potentially false economy. Lakes are more tolerant, but not immune - depends on volume. Best use is water to cool in a closed system coupled with air forced radiators - these need additives for growth suppression and corrosion inhibition. This method does not use evaporative cooling, so it is less capable, but a sealed non contaminating system can be made. Most nuclear power uses evaporative cooling towers that evaporate large water volumes and must be treated for algae/bacteria/legionnaires disease and they must add fresh water and create toxic waste water that must be treated. It is a grubby business.
Best is a pure air based heat dump, which is the higher cost as long as enough local air is added so the local environment is minimally affected.
I expect local rules will be enacted to mitigate these effects
Earth has a number of very high power semi directional transmitters operating. By this I mean the assorted 50 hertz and 60 hertz AC power systems. These are coherent in areas because there are separated adjacent systems that act to isolate them. These are long in wavelength at about 3000 miles and will penetrate the ionosphere via capacitance. If we had a long wave receiver in orbit past the earth, it could listen on an incrementally varying wavelength from 25 hertz to ~~300 hertz for any similarly radiating civilisation. This radiation would be reduced by square law spreading, but a phase locked loop receiver that gradually scanned this frequency space should be able to detect such radiation out to 100-500 light years. The PLL listens for a long integrating interval, and then steps to the next frequency. The antenna can be tuned to cover the 25 Hz to 300 Hz spectrum by use of mechanically adjustable loading coils. Such an antenna could be a simple long wire that is gravitationally solar stabilised so it would sweep annually. A similar one could be earth centered to enable sweeps at it's far from earth orbit much faster than annually? This is a project that Elon Musk could easily perform and it might get us a Nobel? if we found anything? It would sit there and sieve data in hope of success?
Nichrome increases in resistance with temperature = choose the right wire gage and coil length and you can achieve a steady state at a particular voltage which will mean it will approach a temperature = not burn food, although this design does not look like it will have that problem - unless the insulation allows it?

The fact that one compressors runs 24/7 might indicate it has failed to on 24/7 - also the ice block also says this? Thus a replacement thermostat might well reduce the KwHr used by the 24/7 operation. Looking up the model on youtube for thermostat repairs might help the new owner repair it and get a few more years, although an older less efficient unit, with a repaired thermostat it might not run 24/7 and use fewer KwHr?
Bad market analysis and production. I believe a case can be made for a well designed, rectangular vehicle with motorised wheels - 2 or 4 wheel drive. With a cube van or window van. Forget the chatter about un-sprung weight, this is not a high performance vehicle. Brakes, suspension as well as a front compression zone.
Battery = 3 choices - 150/300/450 mile range. Battery flat in 3 segments arranged to balance as needed. Many people are OK with 150, some want 300 and 450 for the longer range. Some car makers in Asia have fast change stands where an old battery can be dropped and a new one picked up in under 5 minutes - perhaps fast charging will eliminate this - however fast charging has IR losses as well as degradation issues - need to be solved before ready for prime time.

There is a corrupt political scheme operating in the USA 350 million people losing 6+ average years of life = that is the cost.
In Canada/UK and many other similar regimes, the elected members MUST vote for their party - some abstain, those voting against are expelled but keep their seat.
In the USA this is not the case. Since each vote is seen, an elected member now has a sellable asset = vote my way = $50,000 cash. There have been so many 'bag man' jokes that this concept has been validated. What every US voter has = secret ballot, is denied to the elected members. There needs to be a way to give ballot secrecy. Perhaps a dual vote, one secret and one seen. That would allow people to appear to satisfy the bag filler and also vote as they feel they should. The genesis of high house prices lay in the low interest rates and nimby base home construction codes driven by owners who were deathly afraid of lower priced homes making their piles of brick decline in value. With low rates and efficient property managers and the shortage, these managers were able to keep occupancy rates in the high 90%'s, with aggressive vetting rules and retentive deposit procedures(deny full deposit return for trivial reasons = hoping the tenant will not create a long fight over a small bone - which often needed a small claims court battle, when at a new job far away, some managers got over 100% rent via this overlapped dual rent. Overlay this with AirBNB taking 5-20% of rental off the market where similar closely monitored management with cleaning staff kept occupancy in the 90% area in some places at 3x the apartment rent rate and greatly undercutting hotel rates at 5-10x apartment rates. A great squealing of the stuck pigs(Hotels) and the similarly stuck city tax pigs created insurance pigs and laws that shut down many of these AirBNB's = the worms all turned at once. Places that earned well became losing money pits, and large numbers were soon sold to capture the high prices of their low price circa 1999-2001 purchases. We have had a number of disruptions over time, discounting war based - iron tips swords versus bronze, the first one in the West was Gutenberg's printing which allowed the elimination of religious control schemes where small pamphlets/books to become mass markets that spread knowledge about religious corruption. In time we had the fine machinery revolution which led to the spinning jenny, and mass cloth production as well as identical mass part production allowing separate parts makers to collect diverse parts to make machines - the Ford Model A and T as well as rifles etc at low cost in huge volumes.

AI can make slop, but we now have better AI that detects/culls slop, so in a few years slop detection/culling has the raw speed to examine cross-associatively millions of lines of code to end up with acceptable, then better, then good and we will soon have free standing AI coders whose products have been fuzz-examined exhaustively for bugs so we will end up with better code.
This will create a hierarchy of excellence where only the top coders/architects survive.
So there will be a reduction of coder jobs - however, the huge mass of good and low cost code will enable far more complex machines/tasks at far lower cost so their work product will enable a larger numbers of jobs suited for people.
This is what happened with the printing/spinning/industrial revolutions etc and that is what AI is now starting to do for humans.

In a cell, time and adaptive advantage would cause competition between the host proteins and the viral coat proteins for whatever cellular task. If the viral ones are better = cell health uses them preferentially, but has the host protein as a less efficient fall back. It would thus tend to want to stay infected with the virus, while the immune system wants it cleared? Would this result in a need for the virus or would the cell grab patterns it wants to prosper with? Of course, we have deep time to contend with. Harkening to the roots of CRISPR as a bacterial immune system where things are tagged to be rejected - is there a similar system where patterns can be marked to prosper?

I recall an SF book by Jack Vance called 'Dragon Masters' where there were 2 habitable planets, one with Earth men and one with smart lizards and every few thousand years they would pass nearby and the higher tech lizards with space ships would raid the 'Earth' for slaves/plunder and would also lose some lizards to Earth capture. In the long period between orbital intersections, each side would breed their captured slaves into combat beasts of varied types. The lizards bred variants from massive Gorilla types to medium and smaller warrior variants, much like we bred cats/etc. The lizards also bred Juggers, Fiend, Blue Horror, and Murderers - all optimised for combat role against the other race. Vance created many highly creative novels, many with race variants as well as species on various planets. Often they had devolved from fallen interplanetary societies, near savagery, in a complex web of interspecies trade/conflict after the ancient fall when space travel was lost. SF in those days differed a lot from now. Even so, I found Vance's novels fascinating as a teenager. He is long gone, but not forgotten but his novels live on as e-books/audio books and are worth reading.
