That's because buying coffee with USD is the cheapest available option. There are very few things you can buy where BTC would be the least costly option, outside of the darknet markets.
Speaking as someone with no legal specialization at all, I would assume it would only be for those cases where it could be proven that the false accusation was premeditated?
That's not how bitcoin works right now. To change the network to function like that would almost certainly require a hard fork. That's probably enough to go on if you're genuinely interested in this.
