There was a post about it from BackBaze. They know some people abuse it and put several Tbs on there, but they still make money on average as most people have 100s of Mb
Maybe it should be compared to English dictionary, where American English cannot use words from pre-existing British English.

Not all 1st world countries have data caps. I pay ~20$ for month for 37mbps (15 upload) with no data caps (it's literally the cheapest plan I could find, if there was cheaper available, I would take it).
Docker is also removing some old images and putting limits on existing images, it's too expensive for them to host.
Isn't Comcast also a paid service? You (US) get ads in tv broadcast you pay for?
I haven't seen any TV broadcast for over 10 years now, my TV has only chromecast and it only plays what I stream to it.
