There is in the EU. Keeping data indefinitely is illegal. Expert opinion varies on how long you can keep it, many think you're save with 12 months, most think 36 months is too long.
"like Signal, WhatsApp, Telegram etc and tells you which other users are contactable."
Will remember this!
Most managers do not control outsourced IT projects because they don't want to or - if business managers - they can't because of a lack of knowledge. I've seen that dozens of time.
Because the moment there is a paper trail, they can't hide.
As an employee you always want to create a paper trail otherwise they will pin it on you. Print emails if necessary.
You should become a lawyer.
And if you use something to prevent tracking - in my case Brave - reCAPTCHA is a huge pain that often takes dozens of clicks to make it through - delayed by Google to wait out bots.
Some times I think reCAPTCHAs main goal is to bring back those opposing tracking back into the fold of Chrome with painful recaptchas.
Then the Reich and Soviet Russia sat together cut Europe in halt. Stalin was by far the better strategist though, he talked to the French and English, waited until the Reich invaded Poland and then invaded Poland and the Baltic states second.
When doing root cause analysis there is a pyramid with people problems at the top, then deeper technical problems, process problems, culture problems and value problems.
Most root cause analysis stops with people problems, or technical problems while all the root cause analysis I've done never showed that problems end there. Culture and value have often been the underlying causes.
The must read on the issue says so too.

After that one mad dictator was faster than the other.
Not if I get into a dragnet by Australian security services.
Wanted to get away from Gmail. Evaluated Fastmail, Protonmail, Mailbox.org and Posteo. Posteo went out because it doesn't do custom domains on principle, Protonmail went out because search is an issue with encrypted mails at rest. I'm not using Email for something that is illegal (journalism, opposition, ...) in my country, so encryption at rest has only minor impact on my decision. Fastmail looked nice with features but keeping my mail in the EU weighted more. Now that I no longer run a large website, I like the GDPR ;-)
In the end migrated to Mailbox.org on my own domain, went smoothly and I'm quite happy now.
Minor gripe: I wish Mailbox.org would understand IMAP is an API like every other API and provide unique API keys for applications (like GMail does).
