The main reason for a website to exist is being read, so it is a cardinal issue, when this requirement is not fulfilled, not a tangential one.

It is, of course, kind of a great joke. Never-heard-before wisdom with deep, impactful visions published on a website with "trusted insights for computing´s leading professionals" - and they just simply can not deliver decent HTML / JavaScript.
Looks like we need even more leading professionals!

Of course, every user will cry "unjust ban" while still advertising casino coins or spreading lies. So there are some questions about how such openly documented cases should be reported and how readers can get a full picture, but to me it still seems useful.
If you think about it, you can come to that conclusion yourself - just ask yourself, what is the ultimate ratio of this way of thinking? And who can decide between who belongs to the "too many" group and who not?
Also it is not a very analytical approach to solve problems. The problem is usually not "too many people", but people doing things in a wrong way, using old technology or doing things that should not be done at all.

Discussing "short tenure" as a problem is, well, short-sighted. Nobody leaves his job when the job is ok. And when the job is not OK and you now it (yes, this exists), then it is on you as a manager to make people stay anyway.
I see another pattern especially in youngster IT managers: they try to develop psycho-powers to understand how humans are programmed - this is just magical thinking. Leave the psychology to the professionals and just do your job - manage your project in a way that people like working there.
