Ask HN: What alternatives to toptal for small business do you know?

I have tried with toptal several days ago, and I think the cost is too much. It seems like toptal is for top500 companies only. And what is about small business without investments. Upwork is not good alternative. Need something that can help with managing/hiring freelancers.
