I wonder why GitHub specifically and not just Git repos in general? Isn't it weird?

That could be, just noticed that CodePipeline's Post-Receive Hooks are still a work in progress

Yes, you have to poll CodePipeline every second or so to get the jobs and perform your task. Currently, web hooks are not implemented or they are WIP.
