Ask HN: Freelancing in 2015

How does one go about freelancing in this age? With all the new technologies popping out and all these cool gadgets where do I even begin?

I want to get into Web development freelancing. How much do you charge starting out and what languages is good to start at in 2015? I'm thinking of going with Javascript or PHP.
