Anyone with experience in telecom will immediately recognize this as a traffic engineering problem easily solved with the Erlang formula: http://en.wikipedia.org/wiki/Erlang_(unit) Not to be confused with the Erlang Language. ErlangC assumes queuing, which is probably applicable to this case.
