Can an online community run by a democratic voting system?

Current “voting on content” system struggle to weed out biased and poor content. It relies on a small group of moderators to curate content, and is vulnerable to artificial influence on ranking of content.

I started a project, named Postwaves to offer an alternative system in which user-submitted posts are filtered by random anonymous polls, in an attempt to eliminate excessive content and biases and allow everyone to calmly enjoy the best of the Internet.

Looking for your advice, can you run a community by random anonymous polls, or is mandatory to have moderators and strict rules ?
