I don't know the answer to your question.

I can say that ethics is a core part of engineering curriculum from day one, and one is repeatedly reminded that one is expected to exercise their "moral agency".

It's one of those things that I have had to exercise very rarely (as an EE working at software companies), but it has been put on the table as a non-negotiable a few times. Usually there's some kicking and screaming at first, often followed by respect.
