A predominately meat diet uses about 10 times the water and energy to produce.

Stop the free water subsidies to big agro businesses, and let the free market price of water affect meat prices.

That's a fantastic idea, but it's far too practical and sensible for California. It doesn't include any feel-good meddling or opportunities for kickbacks for the powerful and connected.
