Turning off the Uber Meter

I grabbed an uber last Weekend from SF to the Valley. The driver offered to turn off the meter and charge less (there was a surge) if I paid in cash or by card. I couldn't figure out if that was illegal, immoral or part of the trade. I didn't do it. Anyone know the ethics of that?
