Ask HN: Advertise an ios app

Hey guys! I'd like to know how to advertise an app in the other apps and the budget it's gonna cost. It looks like it's off the record and nobody clearly talk about its cost and the best way to promote your app effectively using in-apps ads. Thank you for you help!
