I didn't find your question offensive, and yes, I too believe the author of the video is a dwarf.

His hands reminded me of Peter Dinklage (Tyrion Lannister from the Game of Thrones.)

Personally I would not see him as a dwarf, he does however have some kind of Dwarfism.

I don't get it. Why do you think he is little? His hair may be crazy but I didn't think he was particularly tiny.

His name is "Will Dayble" and he appears in many videos on youtube. I think he is just below average in height. But honestly I don't know.
