Pre-mining doesn't necessarily translate into more power, just more fruits thereof. Pre-mining bitcoin wouldn't mean that one can control the blockchain; it just makes one rich. One might even see that as the just reward of the creator of the technology

Interestingly, in a proof-of-burn system pre-mining would give the pre-miner increased power.
