Ask HN: Asking technical advice on HN

This seems to be a great place to dip into the minds of tech guys since all/most of the audience work for tech companies. I do not see many questions asking for technical advice. Why so? Does HN not encourage asking for technical advice? I am genuinely surprised by the lack of technical questions on HN. Is there some written rule that you don't ask technical questions? Just to be clear, I am not talking about compilation issues or other stackoverflow style questions but generic high level technology questions.
