Replacing that with desalination of any sort is flat out unworkable.
The cities will be able to get by (perhaps some lawns will turn brown and pools emptied; oh well). Agriculture, inevitably, is going to have to take the brunt of the hit.
Any innovation must be effective, cost effective, ramp up in production, and be hooked up to infrastructure before it could possibly begin alleviating the problem. You're talking years--probably more like decades--of work even if something existed at this moment that fits the bill.
Simply put, you're not going to innovate your way out of this one unless this turns out to be a 100 year drought.
