Well, there is Comcast's program to deploy dual-WiFi APs. One side for the subscriber, one side for Comcast to use as it sees fit (public hotspot being a declared use):

so Comcast is going to be paying me for the use of my facilities to host its plant cool - just like if i have a telegraph pole on my land I get rent.

It would be hard for them to prevent it, to them it would look like it's just another computer on the wifi.
