It's not about whether hazing is _good_ (I think it is not), but it certainly is common. Which raises questions about whether it serves some purpose... other than establishing a pecking order.
Because sometimes the toxic jerk really is brilliant, or, more often, they can buy a clue and will turn into a good fit.
Likely because if 'hazing' is part of your company culture, you're a toxic org as well.
