My experience of this is that the competition has been running long enough to make it tricky to get on the hill. It took me a while, but having established a foothold, I've got two in the top ten, and one just outside.
Can you do better? I'd love to be challenged to re-visit and improve my 'bots.
Is the competition still alive ? The header indicated '1995-1998' and I've not found any page that seems recent or with the last result of the competition.
I occasionally get emails with the results of recent submissions, and just got the standings by following the instructions, so I think yes.
Try submitting one of the sample 'bots and see what happens.

P-Robots and C-Robots used to be the only free COMPILERS available "in the dark ages". They were definitely instrumental in my development as a programmer. Many battles were waged between bots of ours. My most successful one was "hydra" which kept three scanners going and meandered about the field (I think I moved in a rotating direction any time I got hit). Such a shame to have lost the source code to the mists of time.
