One of the major problems with law enforcement today is that so long as they carefully skirt the edges of what is legally defined as "entrapment", they can bait people into crimes, and arrest them for it even if otherwise they would not have committed any crime at all.
This really isn't good, and that's what the anti-entrapment statutes are for, but law enforcement finds its way around them... That's one of the best ways to catch "criminals", and catching criminals is their job, right?
