Every step is just more evidence that the people involved were riding high on a power trip, which is why they absolutely need that power removed from them.

What on earth motivated anything beyond step 1?

Pathalogical certainty of guilt.

Once you have that then the only possible answer is that you simply haven't looked hard enough yet, if you give up then you are letting someone get one over on you and you know they are lying no matter what the damn machine says.

One thought is after they tried the first time and didn't find anything they might have been worried they would get in trouble so at that point they might as well keeping going because now they really have to find something to justify what they did. Not defending them at all just trying to at least attempt to figure out their reasoning.
