Also, as a note, I think it's unhealthy to design phones to be closed off from the beginning. Apps are only a small subset of potential things to do with a computer.
New chrome beta on Android allows webapps to be added to your home screen like iOS, but on android it is more usable and functional than iOS.

I don't think HTML5 and webapps are going away.
That being said, Blackberry tried to do the same thing (Titanium compile target, compatibility with Dalvik) and botched the launch with delays and marketing issues. So Tizen success will need far more than just HTML5/compatibility to buoy it.
With Firefox OS, Ubuntu Phone, and MeeGo/Sailfish, it seems that other open source mobile OSes are getting traction. At the very least manufacturers and carriers want to work with them enough to ship products.
None of these phones are gaining even remote amounts of traction. Even the Blackberry 10 launch is an order of magnitude more successful than even the most successful open source OS you've listed here.
There is a lot of positive talk form techies and insiders about these devices, but I have yet to encounter a customer in the real world who is even aware of any of these devices, let alone interested.
Edit: Actually, we probably won't see them for a while simply because they are largely just getting started. My point in mentioning Asia is that a lot of weird phones and electronics come out of China and spread to the surrounding regions.
