I have not met anybody outside of the development community who has installed an 'app' from the Chrome or Firefox stores. I suspect penetration is very low.
The download numbers for the popular apps aren't bad imo - https://chrome.google.com/webstore/category/popular. Still your hypothesis is an interesting one. Any possible reasons why this might be the case?
