HealthCare.Gov Needs Five Million Code Lines Rewritten

This is secondhand-thirdhand stuff in a tiny post on a rabidly partisan political blog. Flagged.

Is 500 million lines a reasonable number for this? I've never worked on anything remotely like this, but 500 million seems like a crazy high number.

5 million out of 500 million = 1% of the code needs a rewrite. Sounds scarier when you use the big numbers.
