It could still be a bit of both. This particular case might probably be a coincidence, but from a business perspective it would also make perfect sense for Google to keep some control over the device.
From a business perspective it doesn't make sense to block a very useful feature like this. My vote goes with them simply moving around the private API for technical reasons.
