I hate to say it, but if history repeats itself, the people responsible will either never face persecution or get a slap on the wrist.

However, on the bright side there will be investigations to see how the current system can be improved to reduce the chances of repeating it in the future. For example, in important cases there may be appointed a secondary prosecutor whose role is to be critical of the investigation.
People not facing persecution for this is a good thing.
